Job Description
Summary of Duties
Reporting to the Director, Financial Services or designate, responsible for all phases of accounting for the Corporation, including general accounting, payments, miscellaneous billings and collections and internal and external reporting for the Corporation.
Work Performed
- Develops, organizes and directs the effective utilization of staff and other resources to efficiently and effectively carry out assigned responsibilities including staff training, supervision, performance management, hiring, discipline, appointments and transfers.
- Supervises and allocates duties to staff for the day-to-day activities of general accounting, payments, billing and collection, and financial reporting.
- Directs and controls Corporate accounts receivable and payable systems and recommends system and control enhancements as necessary. Ensures system integrity and recommend system maintenance and modifications.
- Responsible for the effective operation, on-going development and maintenance of aspects of the Corporate accounting and financial information systems (excluding payroll system).
- Responsible for operational banking needs and processes.
- Ensures compliance with existing legislation and administrative policy in respect of Retail Sales Tax, Goods and Services Tax and Harmonized Sales Tax. Manages audits with provincial and federal auditors when required.
- Advises and assists the management and staff of all Civic Service Areas in the use of the Corporate accounting and financial information systems.
- Communicates with all Civic Service Areas, Boards and Commissions and external auditors as necessary regarding accounting and reporting issues.
- Represents Finance Supports at standing committees, administrative, intergovernmental and other meetings as required.
- Organizes and directs the preparation of the annual Consolidated Financial Statements, Financial Information Return, Performance Measurements for the corporation and other financial reports as required. Liaises with and assists external auditors examining statements.
- Develop, directs and controls reserve fund and trust and custodial fund accounting for the receipt/disbursement of funds and the reporting of same.
- Manage and coach assigned personnel: responsible for employee development, performance appraisals and conduct matters.
- Performs related duties as assigned.
Qualifications/Experience
University degree in a related field together with a Chartered Professional Accountant (CPA) designation.
Specialized Training & Licenses
- Five to six years experience in a managerial capacity in an accounting environment, plus using and developing automated financial systems, preferably in a public sector environment.
- Proven leadership, interpersonal and communication skills.
- Demonstrated strategic and operational planning skills.
- Supervisory experience is an asset.
Compensation and Other Information
$92,111 to $125,069
