Job Description

JOB SUMMARY
The General Manager (GM), Finance and Operations reports directly to the Chief Executive Officer (CEO) and is directly accountable for HFHHO Financials, Administrative Operations and Information Technology. Key responsibilities include directing and overseeing all matters related to financial planning, financial reporting, accounting, internal control, and treasury including analytical support services for department heads, CEO, the Board of Directors (Board) and its Finance Committee. The GM will identify means in which to enhance the financial performance of the organization.
 
ESSENTIAL DUTIES & RESPONSIBILITIES

CEO and Board Support
  • Prepare and deliver periodic presentations to the Board
  • Liaison with the Board Finance Committee
  • Contribute fully and collaboratively in strategic planning initiatives with the Board
  • Sundry duties as assigned
Financial Planning
  • Assume project leadership role in the development of the annual budget and other financial forecasts including variance analysis to prior year comparative information
  • Build a financial model in support of the strategic plan as required
  • Enhance the annual budget approved by the Board with additional applicable accounting reports:
    • Balance Sheet and Statement of Cash Flow
    • ReStore Revenue Trend Line Analysis
    • ReStore (store-by-store) Comparative Profitability Analysis
    • Reconciliation of Opening and Closing balances for Land Inventory and Homes under Construction Inventory with Cost of Home sales
    • Reconciliation of Opening and Closing balances for Deferred Contributions with Fundraising Revenue recognized in the Statement of Operations
    • Analysis of proposed Build Project Profitability
Financial Reporting
  • Monthly financial reporting to the department heads, CEO and Finance Committee including variance analysis to prior year and budget. according to the needs or complexity of each department
  • Develop Excel-based financial reporting (unless accounting software can accommodate) to ensure the proper distinction between inventory and cost of home sales, and between fundraising/grant/donation revenue and deferred contributions
  • Financial reporting to follow fund accounting principles with separate recognition of the ReStore Fund, Building Fund and Restricted Fund
  • Seek Board and Finance Committee approval to the extent that the Restricted Fund is being used to fund activities outside of the external restrictions
  • Ensure that capital assets and prepaid expenses are properly amortized on a monthly basis
  • Coordinate and act as the company lead with respect to the annual external audit; ensure no material external audit adjustments and that any management letter points are cleared in the following year
  • Ensure CRA and Habitat Canada reporting is completed within prescribed deadlines
  • Ensure compliance with Habitat Canada Common Accounting Guidelines
  • Ensure fees to Habitat Canada are complete and accurate and submitted within prescribed deadlines
  • Ensure the integrity of related financial reporting with knowledge of general ledger accounts. This includes building an awareness and understanding of all accruals, provisions, etc. as well as a complete understanding of all inventory accounts, related provisions/adjustments and the day-to- day integrity of reported margins
Build Fund Support
  • Support GM Fundraising in applications for building fund opportunities
  • Comply with finance-related funding agency requirements/covenants
Treasury
  • Develop working relationship with bank account manager
  • Ensure that amounts flowing through the ReStore, Building and Restricted bank accounts are complete and accurate on a monthly basis
  • Ensure monthly financial reporting to bank as specified in the loan/credit agreements
  • Administer the mortgage portfolio of approximately 100 family-owned properties (mortgage receivables managed externally)
  • Administer legal and compliance matters related to purchase and sale of real property and mortgages and legal support where required
  • Work with CEO and Finance Committee in establishing construction loans and retiring such loans after project completion
  • Work with CEO and Finance Committee in establishing appropriate line of credit levels
Internal Control
  • Develop and maintain appropriate accounting and internal control policies and procedures which include (but not limited to):
    • Review of monthly bank reconciliations
    • Ensure employee income tax withholdings, CPP, EI, etc. are complete and accurate and being remitted according to prescribed deadlines
    • Ensure HST is being properly calculated (including Build tax rebates) and remitted within prescribed deadlines
Inventory
  • Maintain a monthly analysis of Land Inventory reconciled to the general ledger
  • Maintain a monthly analysis of Homes under Construction Inventory reconciled to the general ledger
  • Ensure that such sub analysis reconciles with the records being maintained by the General Manager, Construction
Accounts Receivable
  • Oversee responsibilities of AR staff/positions
  • Design and implement efficiencies for a timelier month end close
  • Identify mortgages receivable in arrears and report to CEO (and Finance Committee if material). Determine who will be responsible for follow-up and resolution in conjunction with the CEO
  • Ensure mortgages receivable reconcile to MCAP reports
Accounts Payable
  • Oversee responsibilities of AP staff/positions
  • Design and implement efficiencies for a timelier month-end close
Information Technology and Development
  • Oversee responsibilities of IT staff/positions
  • Conduct cost/benefit analysis of alternative solutions for hardware, software, cell phone and other IT applications
Administration
  • Oversee responsibilities of Administrative staff/positions
Risk Management
  • Administer insurance policies and information requirements
  • Prepare quarterly Enterprise Risk Management reports for the Board or Finance Committee

Qualifications & Skills
  • Post-Secondary Education with Certified Accounting Designation
  • 5+ years accounting and finance management expertise with a number of years at management level and some not-for-profit experience
  • Extensive experience in financial reporting, internal control, operations, financial analysis, budgeting and forecasting and policy administration and working with Board of Directors
  • Advanced skills in Microsoft Office, Accounting Software, and payroll systems, etc.
  • Deeply committed to developing an understanding of Habitat for Humanity Heartland Ontario’s agency mission, vision and programs and how they relate to budget and day-to-day operational management
  • Strong interpersonal, communication, collaboration, analytical and problem-solving skills
  • Proven ability to exercise sound judgment, discretion, initiative and a high degree of confidentiality
  • Ability to compile, analyzes, interpret, and present complex financial reports, statements, and/or projections to a variety of stakeholders including Board of Directors and Affiliate Staff
  • Knowledge of development, homebuilding and debt financing is an asset
