Summary of Duties

Reports to the Manager IV, Information Technology Services or as assigned by Director of Information Technology Services, and manages a team responsible for the delivery of departmental applications to the Corporation and citizens. Performs management duties as required for other ITS teams.

Work Performed

  • Manages and leads the activities, schedules and personnel (both union and non-union) as assigned. Responsible for all activities of staff in the assigned team and makes recommendations on personnel actions (hiring, terminations, performance, attendance and training). Takes action to ensure team members work together to effectively achieve team, division and corporate goals.

  • Responsible for managing the delivery of projects through the complete lifecycle from requirements definition to implementation and transition to support. Oversees the technical project team, which may be staffed with internal resources and/or third party consultants and vendors.

  • Manages employees to include recruiting, training, setting clear job expectations, addressing conduct issues and conducting performance appraisals; coaches employees for growth and development.

  • With a comprehensive understanding of applicable business processes, identifies projects and participates in business case development and project management where technology will enhance efficiency and effectiveness in service delivery.

  • Manages the team responsible for the analysis, design, development, configuration, integration, implementation and support of third party applications that support the Corporation’s business processes.

  • Leads the development, maintenance, and on-going support of application architecture, which includes defining and implementing standards, continuous refinement activities, and the architecture review process.

  • Develops and maintains roadmaps for third party applications and associated platform components. Responsible for software upgrades and patching.

  • Liaises with vendors, other municipalities, and the other technology related organizations to keep current with developing software concepts.

  • Responsible for the administration and management of various City of London contracts and service level agreements.

  • Assists with the evaluation and recommendation of software and other associated technology as required.

  • Participates in projects as assigned.

  • Performs other duties as assigned.

  • Participates in the management rotation of after-hours on call support and preventative maintenance duties.

Qualifications/Experience

Bachelor’s degree in Computer Sciences or in a related field plus five years of third party application experience is required.

Specialized Training & Licenses

  • Must have excellent organizational and time management skills and be able to effectively coordinate a number of projects simultaneously.

  • Superior written and oral communication skills.

  • Successful experience supervising others. Demonstrated leadership and interpersonal skills in order to direct, develop, motivate, and support employees.

  • Information and Technology and Project Management focused certifications are an asset; examples include, but are not limited to: PMP - Project Management Professional, MCSA – Microsoft Certified Solutions Associate, MCSE – Microsoft Certified Solutions Expert, MCSD – Microsoft Certified Solutions Developer.

Compensation and Other Information

$87,602 to $118,941

 

This is a permanent position being filled on a temporary basis for up to two years.
