POSITION: SPECIALIST, PAYROLL
UNIT: PAYROLL

SALARY: $30.820 - $38.525

POSITION DESCRIPTION:
Reporting to the Manager, Payroll Services, the Payroll Specialist is the Hospital’s subject matter expert with respect to payroll administration, legislative and collective agreement compliance, payroll withholding, reporting requirements and payroll audits. This role works closely with the Manager for the development and maintenance of effective and efficient payroll processes and procedures to ensure delivery of an annual payroll for a staff compliment of approximately 1000 employees in accordance with all government regulations and collective agreement requirements. 

DUTIES & RESPONSIBILITIES:
  • Maintains payroll software including new hires, terminations, status, salary, benefit coverage and demographic data, verifying that all data received from departments is complete and accurate before processing.
  • Process Electronic Records of Employment through Service Canada and verify accuracy of data submitted.
  • Responsible for reconciliation and payment of the payroll liability accounts.
  • Administer annual year-end and fiscal year-end audits and reports.   
  • Serve as a liaison between HR, Occupational Health, IT and the hospital’s third party payroll provider, MediSolutions, ensuring business requirements and issues are addressed through technology and/or business process design. 
  • Maximize the functionality of the Payroll system and other automated tools, including Crystal Reports and MS Office products to provide information and support to Human Resources, Finance and Managers.
  • Provide support to staff through troubleshooting, training and ongoing assistance.
  • Participates in the analysis, design and implementation of new software installations and upgrades.  
  • Play an active role in the implementation and execution of projects, applications and programs as assigned which includes business process mapping, functional analysis, documentation, training, user acceptance testing and issue resolution.
HOURS:
The successful candidate will work Monday - Friday (37.50 hours weekly) with a willingness to adjust their schedule to meet the needs of the Hospital.

SKILLS & QUALIFICATIONS REQUIRED:
  • Post-secondary degree/diploma in Human Resources/Finance or relevant/related field preferred.
  • Minimum of Payroll Compliance Practitioner (PCP), or willingness to obtain from the National Payroll Institute required.
  • Minimum three (3) - five (5) years in healthcare working with HR/Payroll systems implementing transactions for a large (1,000+) employee base.
  • Comprehensive knowledge of government legislation, collective agreements and hospital policies as it pertains to payroll administration, process and practices and initiative to stay well-informed on changes.
  • Advanced knowledge of pension plans and calculations; HOOPP experience preferred.
  • Strong knowledge of privacy and confidentiality policy and practices.
  • Advanced knowledge with Payroll Systems (Medi-Solutions), Crystal Reports, Microsoft Office Software Programs including Word, Excel, PowerPoint, SharePoint and Outlook.
  • Strong communication and interpersonal skills with ability to positively influence others and develop trusting internal and external relationships.
  • Excellent organizational skills and ability to work in a fast-paced environment.
  • Positive attitude, responsive, action and results orientated.
  • Demonstrated knowledge of and commitment to patient and staff safety.
  • Acceptable attendance and performance record.
