Summary:
 
Reporting to the Manager of Homelessness, the Manager is responsible for the development and implementation, and oversight of initiatives and projects that contribute to the reduction and prevention of homelessness in London. Responsibilities include: developing and maintaining partnerships for program and service delivery; providing liaisons between neighbourhoods, sectors and community services. Works with internal and community-based partners to achieve strategic and operational objectives. Manages functions to support these initiatives, including the development of implementation strategies, the collection and synthesis of background research and information, and the analysis of policy and legislative impacts. Responsible for the development of complex strategic planning and policy documents, fund management and reporting.
 
Work Performed
 
  • Assess, plan, implement and manage specific strategies for community services and programs including evaluation via community involvement initiatives, joint ventures/partnerships, direct program delivery, and the coordination of effort by other service providers.
  • Analyze, interpret and make recommendations regarding complex legislation and political directions as they impact the operations of the Business Unit and other community agencies and resources.
  • Communicate in multiple formats to a variety of audiences on program and policy issues and respond effectively to concerns and inquiries in a variety of settings.
  • Provide input on program objectives, federal, provincial and municipal policy implications, and evaluation methodologies.
  • Prepare Committee reports, briefing notes and other related documents to support the operation and special projects of Homelessness Prevention.
  • Assist in the preparation and implementation of policies, procedures, guidelines, job aids and training.
  • Prepare the fiscal funding allocations including all public documents such as requests for proposal, review process, reporting materials, monthly, quarterly, annual and fiscal reporting,  and ensure budgetary control over all activities including confidential personnel expenditures of funded programs. Prepare training material and provide training to funded organizations on reporting requirements.   Maintain an effective tracking program on contract management, reporting requirements and grant management.
  • Interpret and identify revisions to operational policies and procedures of services and programs including agencies under contract to purchase of service agreements.
  • Prepare and manage operating budgets within area of responsibility.
  • Track and monitor confidential information related to client records.
  • Exercise management responsibilities including the authority to discuss confidential human resources initiatives, strategy and the authority to oversee the performance of work with agencies under contract through purchase of service agreements.
  • Create and execute project work plans and revise as appropriate to meet changing needs and requirements; identify resources needed and assign responsibilities for key tasks.
  • Ensure program and project documents are complete, current, and stored appropriately. Ensure the coordination of the directions and actions under the Homeless Prevention Plan
  • Prepare and implement reports, policies, procedures, guidelines and training.
  • Maintain strong internal and external stakeholder relationships. Facilitate and/or support various internal and external committees and participate in community group meetings. Act as a resource to various committees and participate in community group meetings.
  • Implement and recommend ideas for short and long term strategy development.
  • Supervise staff, assign duties and work with the staff to obtain goals.
  • Authority to assign individual and team responsibilities with agencies under contract through purchase of service agreements.
  • Coordinate and manage special projects as identified through strategic and operational planning.
  • Provide work direction to an administrative assistant.
  • Responsible for the implementation and maintenance of risk management programs and safety procedures within area of responsibility.
  • Undertake special community and departmental projects as assigned.
  • Represent the City/Area on internal/external steering and advisory committees.
  • Respond to emergency situations related to assigned responsibilities on an on-call basis.
  • Maintain corporate standards of customer service and administrative procedures related to area of responsibility.
  • Perform related duties as assigned.
Qualifications:
A graduate of a University or equivalent degree program in Social Science, Business CMA, or Public Administration or other related discipline.
Experience:
 
Five years management experience.
  • Strong interpersonal and organizational skills.
  • Expertise in verbal and written communication, facilitation and presentations.
Operate computer terminal and personal computer with appropriate packages.
 
Specialized Training & Licences:
Skills and abilities in the following areas are necessary:
 
A comprehensive analysis of a Housing First approach when responding to individuals and families experiencing homelessness including addictions, mental illness and trauma.
 
Current First Aid Certificate; Current CPR Certificate; valid Class G Driver’s License.
 
Demonstrated proficiency in Microsoft Word, Excel, Outlook and Power Point.
 
Excellent conceptual, analytical, and written communication skills.
