Summary of Duties

Reporting to the Deputy Fire Chief, Operations, as a member of the London Fire Department’s (LFD) Management Leadership Team, the Platoon Chief Manager contributes to the development and implementation of strategic goals and objectives; models and promotes commitment to safety in workplace operations and within the community; demonstrates personal integrity and commitment to a workplace built on trust and respect; and leads fire service professionals to deliver (operational) excellence. The Platoon Chief Manager is accountable and responsible for all aspects of the portfolio assigned by the Deputy Fire Chief.

Work Performed

  • Contribute to the development and implementation of strategic initiatives for Fire Services to meet the Council’s Strategic Plan, accountable for the effective delivery and the business responsibilities of the team.

  • Provide leadership for the planning, management, and administration for Fire Services Operations; recommend, develop implement, and maintain comprehensive policies, programs, procedures, and protocols that inform and support City services.

  • Provide updates and information to the Deputy Fire Chief Operations on priorities with responsibility to operationalize identified goals and strategies.

  • Contribute to the identification and development of internal controls in the form of policies, procedures, practices in relation to the general and specific risks of the Corporation; ensure internal controls are implemented, monitored and reported on within Fire Services.

  • Provide logistical support for emergency response operations by gathering pertinent information, determining types of apparatus and equipment required at the scene, notify external agencies of emergency and confirm arrival and details of the situation with communications center to minimize delays in response to emergencies.

  • While providing logistical support, ensure personnel, apparatus and equipment meet the requirements of the situation, ensure communication within the Department is maintained and that a Coordinated Incident Management System plan is implemented with minimum loss of life and property in controlling the situation.

  • Provide logistical support for all emergency incident operations (fire, hazardous materials, emergency rescue, and multi/mass casualty medical) by assessing the incident, requesting additional assistance, determining stabilization and mitigation plans, preventing injury to victims or loss of life, and limiting property loss through a coordinated systematic and sequenced plan.

  • Ensure the proper use of the incident command and accountability systems by all platoon personnel under their direct supervision.

  • Conduct, and is responsible for, all accident investigations and supervisor reports of injury (SROI).

  • Oversee other Divisions as required and at the direction of a Deputy Fire Chief or Fire Chief.

  • Responsible for and supervise the debriefing of crews, including the activation of the Peer Support Team as required.

  • Responsible for the Designated Officer Program, including activation, in the event of a workplace exposure.

  • Create a collaborative trusting team environment which promotes high performance and collegial working relationships. Act as a change agent to positively encourage others and manage change; facilitate effective dialogue with key stakeholders to include union representatives, employees, management, other members of the Corporation, the community, and individual staff.

  • Coordinate, supervise, participate in and monitor training programs and pre-fire planning; assign employees for training exercises.

  • Coordinate, schedule, authorize overtime work, maintain attendance reports, and approve Time and Labour records; carry out assigned responsibilities outlined in the Attendance Management Program, and approve and record short-term leave requests.

  • Participate in the promotional committee through recruitment and selection of staff, while ensuring an equitable and accurate appraisal of each candidate is conducted.

  • Supervise work activities, ensure rules and regulations, policies, and procedures are upheld and take supportive and developmental or corrective action accordingly.

  • Ensure work schedules, assignments and vacations are implemented in accordance with the Collective Agreement.

  • Evaluate, and respond to employee issues and concerns; facilitate resolution and address performance issues; and recommend development opportunities for employees.

  • Participate on the Joint Health and Safety Committee while on shift, responsible for all workplace audits and perform the duties of a supervisor as prescribed in the Occupational Health and Safety Act.

  • Encourage and support employee participation and commitment to divisional and organizational objectives. Actively mentor, provide development opportunities and build team performance with all Fire personnel.

  • Liaise with unions on issues that affect bargaining unit employees. Promote and foster working relationships with employees and bargaining units and ensure consistent application of the collective agreements as required.

  • Fairly and consistently administer provisions of various collective agreements to promote resolution of grievances. May be required to provide representation at mediation and arbitration proceedings.

  • Build and support employee commitment to a high level of performance in all areas of customer service, employee safety and delivery of individual goals and objectives.

  • Participate in and support a culture of enterprise-wide collaboration. Promote opportunities to work across Divisions and Service Areas in support of strategic initiatives.

  • Demonstrate commitment to anti-racism, anti-oppression, and human rights through interactions with stakeholders, employees and individuals and ensure that policies, programs and protocols reflect this commitment.

  • Demonstrate commitment and adherence to Health and Safety legislation and programs; and actively promote a culture of safety with direct reports.

  • Assist in the preparation of reports for Council and various Committees including the annual report as required.

  • Identify, adapt and implement innovative and effective work practices and standard operating, procedures, long range plans to improve service delivery and the business responsibilities of the team.

  • Recommend and develop processes and tools needed to increase efficiencies and improve the effectiveness of services provided by the Unit.

  • Build capacity among employees for evidence-informed decisions supported through data collection and analytics.

  • Adhere to the Procurement of Goods and Services Policy

  • Provide input to the budget for the Fire Department, prepare associated documents (i.e., business plans, business cases and presentation documents) as required. Ensure that expenditures are controlled and maintained; manage and promote stewardship of financial and organizational resources.

  • Provide professional opinion, and information to the Deputy Fire Chief, Committees and Council on policies, programs, and services as required.

  • Represent the Service Area at Standing Committees and Council meetings as required.

  • Represent the City of London and Service Area in legal proceedings as required.

  • Prepare a response to inquiries from elected officials, media and the public as requested by the Deputy Fire Chief, Fire Chief, or Deputy City Manager of the Service Area.

  • Represent Fire Services on the various boards and committees of external organizations, associations and government partners to promote the City of London as a leader, share best practices, build relationships, and recommend solutions as required.

  • Act for the Deputy Fire Chief or Fire Chief as required.

  • Perform other duties as assigned.

Qualifications/Experience

  • Completion of NFPA 1021 Fire Service Officer, Level III, a Diploma in Fire Sciences, a Certificate in a Fire Service Discipline, or seven years of equivalent experience in a senior officer role.

  • NFPA 1021 Fire Service Officer Level IV is considered an asset.

  • A degree or diploma in Business Administration, Public Administration or related discipline is considered an asset.

  • Experience in Project Management at a senior level is an asset.

  • Ability to work extended hours on shift and for required meetings and to assume on-call management responsibilities when off shift.

  • Must possess and maintain a valid Class G Driver’s License.

  • Proven commitment to the safety of employees with knowledge of the Occupational Health and Safety Act and applicable regulations as it relates to the position.

  • Ability to provide a high level of attention to detail, make sense of data and solve problems.

  • Ability to understand the importance of service delivery; develop and implement initiatives that support the area’s customers in a timely and effective way.

  • Ability to skillfully communicate to a wide and varied audience and effectively influence outcomes; political acumen to identify and manage issues.

  • Proven ability to establish purposeful relationships and work effectively within all levels of the corporation, with the business community and the general public.

  • Focused analytical and strategic thinking and issue resolution skills, combined with a commitment to innovation and collaboration.

  • Computer literacy in Microsoft Office, and related software and database applications.

Compensation and Other Information

$144,073 to $176,870
