Job Description

Summary of Duties

Under the general direction of the Division Manager IV, Sewer Engineering assists with the expansion and modifications to sewage treatment plants, pumping stations, sewer systems, storm water management facilities, river pollution and other environmental matters.

Work Performed

Assists with the planning, organizing, and supervision of staff and functions of the Sewer Engineering Division. Directs technical staff in the planning, design, contract preparation and construction of projects.  Participates in hiring and divisional training programs.  Involved in strategic planning that may include confidential matters affecting staff planning.


Assists with the development of a management plan for long term growth and incorporates into a master plan.


Assists in the preparation of current and capital budgets.


Directs consultants, analyzes or performs studies for  improvements and future expansion of  sewerage and drainage systems/facilities.  Directs and supervises consultants and contractors on project assignments and contracts.


Determines project design and construction requirements; prepares and recommends design criteria.  Administers capital projects, reviews contract documents, evaluates tenders and recommends contract awards, inspection and administration.


Prepares development requirements and subdivision conditions related to the Division's responsibilities.


Reviews and approves servicing strategies for area plans to ensure compliance with the City’s master plan and various acts and legislations.


Develops draft policies and makes recommendations and enforces by-laws, policies and procedures.


Prepares technical reports and cost estimates.


Undertakes evaluations, develops and implements programs with regards to erosion control methods, contracts and flood control measures.


Provides technical advice and information to developers, consultants, other divisions and departments, government bodies, utility companies, and the public.


Arranges and attends meetings with other departmental staff, government bodies, the Ministry of the Environment and the public to plan, discuss and coordinate wastewater and drainage engineering.


Participates in professional and technical organizations to further wastewater and drainage planning, design and technical specifications.


Provides practical and technical design and construction expertise related to procedures and policy development, specifications, materials and standards of wastewater.


Coordination of infrastructure work with provincial and federal government to obtain approval for allocations of grants. 


Performs other related duties as assigned.

Qualifications/Experience

Registered Professional Engineer in Ontario.

Specialized Training & Licenses

Skills and abilities in the following areas are necessary:


Minimum of 5 years of previous related experience involving sewer, storm water management and/or sewage treatment plant design.

Compensation and Other Information

$96,723 to $126,632
