SUMMARY OF DUTIES:


Reports to the Director, Information Technology Services (ITS). The Manager IV, Information Systems, is a senior management position that manages and controls multiple functional units within ITS, encompassing areas such as application development, enterprise application services, systems administration and infrastructure development; ensures a high performing and secure computing environment, efficiency and effectiveness, improved client experience and related investments in people, planning and processes. The Manager IV, Information Systems provides leadership support in the Director’s absence.

WORK PERFORMED:

  • Provides overall direction to assigned functional units within Information Technology Services (ITS).
  • Provides advice and direction to section area mangers regarding supervision of personnel.
  • Makes decisions regarding personnel actions, including hiring, promotions, performance review, terminations, employee development and attendance management.
  • Develops and implements strategy, strategy translation mechanisms, operating plans, key performance indicators, risk mitigation and project delivery.
  • In the absence of the Director, provides oversight of functions and actions within ITS.
  • Contributes to the shared leadership as part of the ITS Leadership Team and the Information Technology Steering Committee.
  • Prepares, reviews and manages operating and capital budget elements of the assigned area.
  • Provides oversight and direction of multiple highly complex projects originating from any service area of the Corporation.
  • Develops corporate-wide systems, application and infrastructure future state planning for the assigned area.
  • Identifies advantageous projects and the delivery of business cases where technology will enhance efficiency and effectiveness in corporate service delivery.
  • Leads the evaluation, translation and delivery of specific Council Strategy, including how to leverage technological innovation to deliver on Corporate strategy and goals.
  • Manages complex stakeholder environments involving employees, elected officials, citizens and members of Boards and Commissions.
  • Leads corporate wide systems, applications and infrastructure architecture planning.
  • Liaises with vendors, other municipalities, various levels of government, private corporations, and other organizations to identify and capitalize on opportunities and issue resolutions to the benefit of the Corporation.
  • Participates in projects and performs related duties as assigned.

 

Infrastructure, Security and Client Services Service Delivery Area


Directs and is responsible for the effective delivery of:

Network Services: investigates, plans, implements and supports the delivery of connectivity for all Corporate computing and voice requirements across all City of London facilities.

Information Security: plans, evaluates and responds to the ever-evolving Information Technology threat environment. Identifies and mitigates Corporate Information Technology risks.

Core Systems: management, planning and support of data centre elements including storage, physical servers, virtual servers, cloud opportunities and the City of London’s second data centre.

Client Services: first point of contact for over 2500 users requiring technological support with hundreds of applications and thousands of end user devices. Required to successfully resolve over 15,000 calls each year.

Messaging and Mobility: creates strategy, responsible for implementation and full support of the City of London’s messaging and mobility environments and technology.

Hardware Services: manages the selection, support and replacement of all user hardware across the corporation (Desktops, Laptops, Tablets and Printers).

QUALIFICATIONS:
Bachelor’s Degree in a related field and five years of management experience in an Information Technology environment.

Skills and abilities in the following areas are necessary:

Focused analytical and strategic thinking and issue resolution skills, combined with a commitment to innovation and collaboration.

Excellent organizational and time management skills; ability to effectively coordinate a number of projects simultaneously.

Superior written and oral communication skills.

Demonstrated experience in negotiation, vendor management, Request for Proposal management, and Statement of Work creation.

Leadership and human relations skills in order to direct, develop, motivate, and support personnel; hold personnel accountable to department objectives; and participate as an effective team member.

Ability to support and project values compatible with the organization.

Information and Technology and Project Management focused certifications are an asset; examples include, but are not limited to:

CISSP - Certified Information Systems Security Professional PMP - Project Management Professional

MCTS - Microsoft Certified Technology Specialist

VCP - VMware Certified Professional

CCNA - Cisco Certified Network Associate

MCITP - Microsoft Certified IT Professional

MCPD - Microsoft Certified Professional Developer
